Outagamie County Jail is a medium to maximum-security correctional facility in Appleton City, Outagamie County, Wisconsin. This is a sizeable county facility with an average of about 557 inmates each day and around 11140 bookings yearly under the guidance and control of 139 correctional officers.

Inmates at this facility vary between high-level violent crimes offenders held on murder, rape, robbery, or other related charges and low-level criminals charged with basic misdemeanors. Most inmates held here have been sentenced to not more than one year or are currently awaiting trials and sentences in the local justice system. The security is often high on account of the nature of some of the dangerous offenders held here. The correctional officers are hence armed with maces and fully equipped with skills to handle violence and protect the inmates, themselves, and visitors from unwarranted attacks from other inmates.

Outagamie County Jail houses inmates arrested by the municipal police departments and the sheriff’s department. However, if the inmates are sentenced to more than one year in jail, they are transferred to the Wisconsin State Prison System or the Federal Bureau of Prisons. Illegal immigrants, on the other hand, are transferred to ICE custody for deportation.

Inmate Disciplinary Process

It is hard to keep inmates from trouble even when in incarceration. However, those that do not adhere to jail rules and regulations face severe repercussions but of course, after receiving a fair hearing. If their case is severe, they are held in administrative confinement as the jail conducts investigations.

If an inmate accumulates three minor tickets or performs a major rules violation, they will consequently face disciplinary action. Some of the common breaches in this facility include:

  • Refusing correctional officers’ orders
  • Disrespecting jail staff
  • Fighting
  • Prison property damage
  • Misuse of medication
  • Threatening the facility’s safety

Some of the sanctions and repercussions that may result from these include:

  • Cell confinement
  • Loss of earned good time
  • Restitution and loss of privileges

These sanctions reflect negatively on other prison privileges such as visitation, canteen, and classes. In case an inmate feels that the hearing was not fair, they can appeal through the proper chain of command.

Inmate Health Services

Outagamie County Jail takes care of its inmates’ health needs. Some of the health services at the disposal of inmates at this facility include the following:

  • Nursing Staff

There is an onsite nurse available 16 hours per day each day of the week, ready to serve the inmates. To get the nurse’s services, an inmate has to submit a written Health Services Request Form. Each visit costs an inmate about $7.50.

  • Nurse Practitioner

This comes in handy to follow up on inmate care and treatment plans.

  • Dental Care

Inmates are referred to an approved dentist for any emergency dental care.

  • Mental Health

There are readily available mental health staff members to take care of the inmates’ mental health. They are available for about 32 hours per week.

  • Pharmacy/ Prescriptions

Inmates cannot receive unverified dosages or prescriptions. These have to be prescribed directly by the prescribing clinician, who reviews all the medical orders and determines the proper plan that an inmate should adopt. An inmate is expected to pay for the cost of any prescribed medical orders. In case an inmate already has a medical cover at home, the meds are delivered by the jail nurse.

  • Tuberculosis testing

Tuberculosis is among the common ailments in jail. If the inmates are in prison for two weeks, they are tested for tuberculosis which will not be tested again until after a year.

  • Emergency/ Hospital Care

In case of severe life-threatening medical issues and injuries, the offenders are transported to the local hospital’s emergency room for better care.

Inmate Visitation

Visitation is allowed at Outagamie County Jail but under strict guidelines and rules that all the stakeholders have to follow. Jail security is a priority; hence the visits are monitored to prevent security-compromising cases. This facility allows both onsite visits and remote video visits.

The visitation schedule in this jail is quite adjustable based on several factors. Some of the factors that determine the outlook of the visitation schedule at this facility include:

  • Days of the week
  • Inmate housing
  • Inmates’ sex
  • Presence of restrictions on account of unwarranted situations such as disease breakout or security issues
  • If it is a holiday or not

The visits take between 15 to 1 hour, and each inmate is assigned two visits per week. Only three visitors are allowed per visit, which includes children. If a visitor is traveling from out state or over a distance, they are permitted extended visitation.

During onsite visits, visitors should not bring the following items to the visitation venue:

  • Cell phones, radios, MP3 or CD players, electronic tablets, or any other electronic device
  • Tobacco products, matches, or lighters
  • Baby strollers
  • Bag and purses
  • Food and drinks
  • Weapons including pocket knives, pepper spray, etc
  • Hair picks, combs, brushes, lipsticks, fingernail clippers, or any other tools
  • Books, newspapers, magazines, or any other publications

The visitors are also expected to dress modestly, with no tank tops, tube tops, short shorts, miniskirts, or low-cut tops. The visits happen throughout the week from Monday to Sunday but at different times according to the current schedule.

Outagamie County Jail also permits remote online visitation. The facility contracts GettingOut to offer these services. The visits are conducted via computers, IPADS, and Smartphones. There is an inmate video visitation site at the jail kiosk at the jail where inmates receive their video visits. These visits allow you to contact a loved one from the comfort of your home and are a significant engagement, especially if you cannot access the facility due to distance restrictions. Even better, they do not limit the number of participants; you can let kids contact their dad and mom effortlessly without the struggles of traveling. However, you are expected to register an account with GettingOut to receive inmate video calls, and of course, you will have to incur some service costs. Nevertheless, the excitement of effortlessly seeing your loved one from wherever you are located heavily overweighs the expenses, which are also impressively affordable.
