Cowlitz County Jail is a county correctional facility in Longview, Washington, about 10 miles south of Castle Rock and 30 miles west of Mt. Saint Helens.  It is run and operated by the Cowlitz County Corrections Department Jail Division under the larger Washington State authority. However, it is locally overseen by the Redresses Organization of America.

This facility holds both male and female offenders awaiting trials, sentences, or transfer to the Washington Department of Corrections or federal correctional facilities. Probation violators are also housed here. It houses about 360 inmates at ago in different security housing units according to the severity of an individual’s offenses. However, most inmates held here are the least security need offenders from the Government Department of Penitentiaries, the US Marshal Service, and the surrounding municipalities.

Cowlitz County Jail is a private jail, but it operates under the county Corrections Department’s umbrella. However, from past research, the facility is a self-sufficient entity with little help from the state and county corrections departments.

Offender Services at Cowlitz County Jail

The Cowlitz County Jail Offender Services Division offers an alternative means of rehabilitation to prevent over-expenditure in inmate incarceration and crowding in the facility. During an inmate hearing in the local judicial system, a judge determines whether an inmate qualifies for a particular alternative inmate program. The decision is often based on a strict detailing screening process, with the community’s safety being a significant consideration. Some of the offender services offered at this facility include:

·       Work Crew

This entails community service and out-of-custody community-related projects. The program is reserved for low-risk offenders who cannot raise court fines. It may also warrant a reduction in the prison service based on the hours spent on community service.

·       Electronic Home Monitoring

With this program, the inmate is allowed to serve their sentences at home but with the monitoring of an electronic device. This removes the 24-hour observance of a correctional officer like at the jail. However, it is attached to some rules that the offender is expected to adhere to. For starters, the inmate is always expected to wear an ankle bracelet with the monitoring device. Most inmates that qualify for this program are mostly on strict treatment or work-related schedules that incarceration could unwarrantedly compromise.

·       Pretrial Release Supervision

This program accommodates over 140 inmates per week. It features offenders that have been released from jail as they wait for their trials and have been ordered by a judge to comply with a specific set of conditions. Violation of the set conditions leads to return to custody or revocation of bond.

·       Inmate Counseling Services

This facility has onsite full-time mental health specialists to attend to the mental health needs of the inmates. They also offer medication to any affected inmates and counsel them accordingly.

·       Day Reporting

With this program, an offender is expected to report daily to offender services staff to comply with a prescribed treatment plan, breathalyzer testing, urinalysis, completion of an educational course, gain employment, or any set condition in lieu of jail time. This program is not for free; inmates are expected to pay $10 per day. If unable to pay, the costs are billed to their municipalities.
