Ocean County Jail, NJ is a medium-security detention facility situated at 114 Hooper Ave, Toms River in New Jersey. This is a temporary holding for county inmates who are awaiting their trials in local courts or those sentenced for less than two years. The facility is operated by the local County Sheriff’s Department. Most inmates are sourced from Ocean County, surrounding municipalities, towns, the Tom’s River Police Department, and US Marshal’s Service. These entities do not have their own offender hold-up facilities; hence use this jail. This jail is one of the largest in the whole of Ocean County.

Ocean County Jail has an official capacity of about 456 inmates, but according to the latest jail census, the daily average population stands around 487 offenders. The facility was constructed in 1962 and boasts 186 full-time jail staff members.

While this jail acts as a temporary holding, most small-time offenders are released on bail, released to a pretrial service caseload, put under probation, or let free on their own recognizance with an agreement to appear in court on the set dates. Inmates at this facility get to work for a minimum wage as trustees serving as cooks, in the laundry, at the canteen, or as orderlies for the jail staff.

Ocean County Department of Corrections

The Ocean County Department of Corrections is the sole custodian of adult offenders arrested for violation of state and county laws within Ocean County’s boundaries. The organization further caters to the internal and external security and welfare of all inmates in the county.

This department comes in handy for a variety of roles in the county and is subdivided into the following functional units:

  • Inmate Transportation Unit; coordinates scheduled and non-scheduled transportation of inmates housed at Ocean County Jail to local courts or other facilities.
  • Physical Plant Unit
  • Investigations Bureau/ Internal Affairs; conducts internal investigations into allegations of staff misconduct or internally committed crimes.
  • Staff Development Unit; this unit is responsible for the training and education of the facility’s civilian and sworn staff members of the Ocean County Department of Corrections.
  • Booking-Intake and Release, Classification, Records; responsible for offenders’ admission into the local correctional facilities.
  • Community Work Program; introduces minimum-security offenders into community projects.
  • Corrections Emergency Response Team(CERT); highly-trained tactical officers fully equipped and armed to respond to emergencies near or at Ocean County Jail.
  • Basic Course for County Corrections Officers; this unit conducts the Police Training Basic Corse for the County Correctional Officers alongside the Ocean County Police Academy.
  • Disciplinary Hearing Officer; this office conducts hearings of charges against inmates that have violated institutional rules and procedures at Ocean County Jail.
  • Day Reporting Program; the alternative to a county weekend sentence.
  • Community Education Programs; this unit offers Ocean County Department of Corrections Clean Communities Educational Programs.
  • Program Service Unit; Comprises of counselors who provide social services to inmates.
  • The Business Officer; responsible for the daily administration of the Ocean County Department of Corrections.

Ocean County Jail Inmate Lookup

The Ocean County Government presents the name of inmates incarcerated or held at Ocean County Jail via their official website. This site has an inmate locator that allows you to look up inmates by their relevant credentials, including full name and date of birth. However, if you cannot trace your loved one by these, you can use the inmate database search using the inmate’s identifier such as booking number, country ID, or permanent number. Be keen to enter each of these identifier’s serial numbers.

The county also allows other authorized sites to share inmate information. For instance, you can use GoLookUp’s national inmate search database. This requires you to enter an individual’s name, and the database provides you with complete data about them. Such include arrest records, booking information, and charges.

Keeping in touch with Inmates

  • Phone Calls

Ocean County Jail contacts GTL to offer inmate calls. Consequently, inmates can call their loved ones who appear in their list of approved contacts. To receive inmate calls, you must have a touch-tone telephone. Call receivers are expected to establish call accounts to receive these calls. They also incur call costs.

  • Visitation

Offenders at Ocean County Jail are allowed to receive visitors. Visitors are expected to arrive at the facility 15 minutes before the beginning of non-contact visits and 30 minutes before contact visits for prompt processing. Late visitors are denied their visits. Moreover, the visitors have to pre-register at the jail lobby or online about 48 hours before the actual visits.

Visitors have to dress decently to be allowed into the facility. Moreover, they are expected to bring nothing into the visitation area. They are not allowed to give the inmates any items unless via the prison authorities. The visits are limited to 45 minutes each, and an inmate gets only two in a week. An inmate cannot receive more than three inmates, including children and infants, per session.

The visitation schedule is as follows:

  • Monday to Friday — 7:30 am to 9:00 pm.
  • Saturdays and Sundays — 7:30 am to 2:30 pm.
  • Holidays — 7:30 am to 2:30 pm

Jail Visitor Registration

Before setting foot at the facility for a visit, you have to pre-register and be approved. You can register physically at the facility or online, or online on the facility’s website. When registering at the facility, there is a lobby officer to assist you accordingly. During registration, you are expected to provide your full name, inmate’s credentials, your address, and of course, your relationship to the inmate. You also have to provide any of the following identification means:

  • A valid passport
  • A valid federal, state, or county picture ID with a valid residence address
  • A valid driver’s license from any State in the US
  • A valid college picture ID with a recent bill and an address of residence
  • A valid welfare card with a recent bill and an address of residence
  • A birth certificate with a recent bill and an address of residence
