Services for Inmates

The Manitowoc County Jail offers a number of services and programs to its inmates to fulfill the mission of successful reintegration of inmates upon leaving the jail. Prisoners are responsible for signing up for these services to receive them.

Inmates in the Manitowoc County Jail are able to receive:

Inmates with the proper qualifications can receive their GED or HSED while incarcerated in the detention center.

Health Services for Inmates

All medical care within the Manitowoc County Jail is subject to the rules of HIPAA to protect inmates’ privacy. The Jail Health Services Unit handles all health care of prisoners held within the jail. The HSU handles all appointments and will arrange proper transportation if outside care is required. Any appointments that were created before the inmate was brought to the jail must be verified by the Health Services Unit at least 72 hours before the time of the appointment.

Upon incarceration, it is the responsibility of the inmate to notify the Health Services Unit of any pertinent medical conditions. This is done by filling out the Confidential Information Release Authorization and Medical Pre-Booking documents. These forms have to be filled out and returned to the Manitowoc County Jail 3 or more business days before the inmate is due to report to the jail.

If an inmate has a health issue that needs to be addressed, they are responsible for bringing it to the attention of the HSU. The healthcare provider within the jail is the jail physician. If an inmate requires specific dietary accommodation, the jail doctor must approve their requests.

If an inmate is diabetic, they are required to bring proof of care instructions from their doctor when they enter the jail. Any time before they are incarcerated, this can be accomplished by submitting the appropriate documents to the HSU. While in the care of the Manitowoc County Jail, all necessary supplies for treatment are provided, including insulin, syringes, testing meter, sanitary prep pads, and lancets.

While incarcerated, any narcotics or medication for sleep aid has to be expressly approved by the jail physician. In order to avoid the use of addictive narcotics, non-narcotic prescriptions will be used if possible. Controlled substances such as methadone and suboxone need the jail’s medical staff approval before being administered.

Any prescriptions for inmates cannot be taken out of their packaging. Medications are required to stay in the original container provided by the pharmacy with a current label. All medications that enter the jail have to be inspected and approved by the HSU for the safety of the inmates. It is prohibited to combine different medications into one container. Non-prescription medications that are purchased over the counter are available for purchase within the jail. Any OTC medications brought from outside the jail are prohibited.

Visiting Inmates in Manitowoc County Jail

The Manitowoc County Jail allows limited visitation for prisoners. This is a privilege and can be taken away if a prisoner exhibits bad behavior. Prisoners who are being disciplined will not be allowed visits. Currently, the detention center allows for both in-person and video call visitation.

Personal Visits

If you are visiting a prisoner, not in a professional or ministerial capacity, you must follow the rules to avoid the visit being cut short. Bring a valid ID. Clothing must be non-provocative in any sense; gang signs and revealing clothing is not allowed. It is up to the discretion of the correctional officer whether an outfit is acceptable or not.

Visitation is done through a video connection, either at the jail Sunday/Saturday from 10:00 am to 8:00 pm or from home any day of the week (with a fee) from 10:00 am to 8:00 pm.

Anybody under the age of 18 is required to have a guardian with them for constant supervision. Proof of guardianship may be required. Visitors who are under 18 must be immediate family members to be allowed to visit inmates.

Items that are prohibited in the visiting area include, but are not limited to:

• Cell phones (and other internet devices)
• Writing material
• Bags or purses
• Food
• Cigarettes or other smoking devices
• Provocative clothing

At any point, correctional officers may decide to end the visit because of rule violations. The safety of the inmates, visitors, and jail staff is the top priority, and anything that threatens that security will immediately end a visit. Visits are limited to a 15-minute session.

Professional Visits

Individuals working with the inmates must bring their credentials in addition to their identification documents. These visits are not recorded and take place through a glass and phone system. Paperwork for the inmate to sign must be registered with the jail officers prior to your visit.

You can visit an inmate for a professional reason Monday through Friday, 9:00 am- 11:00 am and 12:30 pm to 4:30 pm, or Saturday from 9:00 am to 11:00 am. For a video or phone visit, call (920) 683-4228.

Other Visits

Visits for the purposes of ministry or other organizational causes have to be pre-approved. You will be subject to a background check before your visit. Bring both your ID and a set of your credentials. These visits require an orientation before the session that covers PREA. These visits can last up to 30 minutes. For miscellaneous visits, hours are Monday through Sunday, 6:00 pm to 8:00 pm, and Saturday and Sunday 12:30 pm to 3:30 pm.
