The Kitsap County Juvenile Detention Facility is a minimum-security facility for juvenile offenders in Port Orchard, the county seat of Kitsap County, Washington. Kitsap County is approximately 50 miles from the major city of Seattle, WA. The facility can be reached at 360-337-5401 from 8:00 am – 4:30 pm Monday thru Friday.

The detention center is managed by the Kitsap County Juvenile and Family Court Services division. The detention center works closely with the Kitsap County Sheriff’s Department; however, it has its own detention manager. The facility at 1338 SW Old Clifton Rd is in a separate location from the Sheriff’s office and County Jail.

As a juvenile facility, it houses individuals under the age of 18 for a variety of offenses. With 184 beds, the facility serves all of Kitsap County, including the city of Bremerton, WA. The department’s mission statement shows a commitment to providing comprehensive services to children and their families when they are involved in the court system and when they return to their schools and communities.

The Kitsap County Jail roster is available for public view; however, residents at the Juvenile Detention Facility are not included on this list as they are minors, and the county protects their information. Federal law will not allow this information to be disclosed to the public. Since no roster or any other holding information is available, there are also no inmate mugshots posted for review

Visitation

This facility offers visitation twice each week.  Last names starting with A-L are offered visitation on Tuesday from 7:00 pm – 8:00 pm and on Saturday from 1:00 pm- 2:00 pm.  Last names beginning with M-Z are offered visitation on Wednesday from 7:00 pm – 8:00 pm and on Sunday from 1:00 pm – 2:00 pm.

All visitors must register in advance and must arrive at the facility 15 minutes before the scheduled visit.  Visitors who do not arrive 15 minutes early will be denied visitation.

Only authorized visitors will be allowed to visit any resident.  Authorized visitors include:

  • Parents
  • Grandparents
  • Legal Guardians
  • Ministers
  • Attorneys

All visitors must have a photo ID to enter the facility and must go through a metal detector before having contact with any residents.  Personal items must be left outside. The only exceptions allowed are photo ID and car keys.

Only two visitors will be allowed to be in the visitation area with the resident unless the Detention Manager or Supervisor approves it in advance. All visitors are screened before visits are approved.  Residents who have never had a prior offense may qualify to have up to six visitors.

There are other guidelines visitors must follow.

  • Mail can not be brought into the center unless it comes through the official USPS postal carrier.
  • Youths returning to the center because of new charges or warrants will receive the opportunity to make a phone call or talk to someone in person.
  • Books or other reading materials can not be brought into the center by parents/guardians.
  • Parents with more than one child in the facility will be asked to schedule alternative visitation with the staff.
  • Any time the Juvenile Department believes there is probable cause, your visitation can be terminated. This is for the safety of the residents, staff, and other visitors.

Serving the Needs of Children

The Juvenile Detention facility aims to meet the physical needs of the residents in their care.  As a branch of the Kitsap County Juvenile and Family Court Services division, the detention center is dedicated to preparing its young residents for a better future.

The detention is only one of many possible outcomes underage individuals might face when they find themselves dealing with the Kitsap County Juvenile Court Unit.  The juvenile court also uses several other services.

These might include:

COS is a 12 hour series of classes for juveniles determined to be at extremely low risk for future offenses.  These four hours, three-day courses are designed to help the youth focus on why they may have made a poor choice and instructs them on how that choice may potentially lead to serious charges if not addressed.

Diversion agreements may be used for “diverting” eligible underage offenders out of the court system.  The prosecuting attorney determines if the juvenile is eligible for diversion.

Adolescents with a history of drug and alcohol use or offenses may be eligible for this program.  Non-violent offenders who show the potential to benefit from substance abuse treatment and counseling may qualify.  Participation is voluntary.  Unwilling youths will not be considered for the program.

ITC is a mental health court open only to non-violent offenders.  It is modeled after the juvenile drug court.  Participants must be thirteen or older and must have a mental health diagnosis.

Youth court is a specific diversion program available for some offenders.  Participants are given a full-court experience, including prosecution, defense, and sentencing.  However, the court is run by their similarly aged peers.  This program is designed to be a unique learning experience for everyone involved.  Eligible participants must be facing misdemeanor charges that do not include sexual assault or weapons charges.  They must also be first-time offenders.

Individual mental health services are offered while they are detained at the juvenile facility and can continue after being released. A variety of resources are available for the entire family. The facility has also instituted a wellness policy to ensure that the residents’ physical needs are being met.
