Randall County Jail, TX is a medium-security correctional facility situated at 9100 S Georgia St, Amarillo, Texas. Operated by the local Randal County Sheriff’s Office, this facility acts as a temporary holdup for inmates awaiting trials or sentences in the local courts. Moreover, most offenders housed here have been sentenced for not more than two years. The facility was built in 1887 and currently holds about 310 inmates.

Most temporary inmates opt not to serve time at the facility and are often released on bail, pretrial services caseloads, or their own recognizance with a solemn promise to appear in court on destined dates. If all the above are denied, the inmates become guests of the facility, getting assigned a bed and three square meals a day. This facility accepts offenders from Randal County Sheriff’s Office, the US Marshals, surrounding municipalities, towns, and the Amarillo Police Department. If the inmates are sentenced to more than two years, they are transferred to other state or federal facilities.

Prisoner Re-entry Project (PREP) Phases, Goals, and Results

The Randall County Sheriff’s Department runs a PREP program at Randall County Jail to help incorporate selected inmates back into the community and reduce chances of recidivism. This program combines Christian morals with life skills to rehabilitate inmates by giving them a purpose in life. They acquire invaluable skills that they could use to earn a living and good Christian values that keep them from committing crimes.

PREP runs between 12 and 18 months and provides critical skills and education to low-risk offenders. Most inmates are sourced from other facilities and are often serving the last 24 months of their sentences. It is an ideal way to help inmates turn their lives around and adopt a crime-free lifestyle.

Phases

This program consists of four critical phases that an inmate has to complete successfully. The phases entail the following:

  • Phase One; case management, needs assessment, mentoring, and counseling.
  • Phase two; this phase focuses on life skills and educational needs of an inmate.
  • Phase three; the inmate is employed in a local community project.
  • Phase four; the inmate is released and re-integrated into the community.

An inmate has to undergo the above phases to be considered entirely safe to be incorporated back into the public.

Goals

PREP’s primary goal is to reduce cases of recidivism in the County and increase public safety. With little or no instances of released inmates falling back to their criminal ways, the community becomes safer. The inmates further gain morals, ethics, and essential life skills and become productive members of society. The program also comes in handy to boost an inmate’s health, employment chances, and, most importantly, family relations. To achieve these goals, inmates go through a transformation. This ensures they are emotionally, psychologically, and mentally well-placed to change accordingly. The transformation entails Christian morals, values, and ethics, although Christianity is not considered mandatory.

PREP, in another perspective, helps offenders avoid antisocial behaviors, participate in healthy community activities, and actively be involved in family issues and responsibilities. In the course of the program, the participants are introduced to community networks through which they can help each other. They can get housing, employment, food, clothing, and other necessities through such networks.

Results

PREP has proven to be an essential tool to reduce recidivism in Randal County and is considered the best community re-entry avenue for inmates. Through this program, inmates can overcome the re-entry stumbling blocks that stand in their way. It gives them a second chance of getting accepted back into the community and becoming productive members of society.
