Lane County Jail is a medium to maximum-security county jail in Eugene City, Lane County, Oregon. It was initially opened in 1979, but additional renovations were done in 1988 and 1999. Each year, the facility holds about 10140 bookings with a daily average of 507 inmates on-site under the observance of 126 highly trained correctional officers and staff members.

The inmate population at this jail varies significantly, with both high-profile crime offenders and low-level misdemeanor offenders being held here in separate housing units. The security here is at the highest level in a bid to keep the dangerous individuals held here in check. Consequently, the correctional officers are armed with mace and trained to handle any unwarranted violence from the inmates to protect themselves, other inmates, and incoming visitors.

Lane County jail majorly operates as a county intake and release center since most offenders are awaiting their trials while those that have already received their sentences are incarcerated for not more than one year. Such inmates are deemed unworthy of the less expensive alternative custody program.

Alternative Jail Programs

Instead of locking up inmates at Lane County Jail and spending county resources on inmates, the county administration attempts to cut the costs by signing up inmates in alternative jail correctional programs. Some of the common programs at this facility include the following:

·       Community Service Program

Inmates who are not considered dangerous are placed in various non-profit and governmental agencies across the county. This program offers offenders not only the chance to acquire new skills but also keeps them from serving time incarceration or pay fines. Even better, when they are finally released, they are better placed to secure employment.

In another perspective, community service program contributes free, priceless labor to many non-profit and government organizations hence contribution to worthy courses in the community. Inmates offer their skills in local parks, recycling firms, housing programs, libraries, among other programs and entities.

·       Residential Reentry Center

Lane County Jail has a fully-equipped re-entry center just next to the main facility. This center was opened in 1986 with a bed capacity of about 32 inmates. Currently, there are about 33 offenders housed here.

In this center, the offenders are armed with skills that will help them secure jobs or attend school. Some of the training offered here features how to write resumes, interview techniques, school admission applications, and how to complete employment.

When an inmate is placed at the RRC, they are expected to secure employment. Moreover, they are also required to meet the financial expenses of staying at this facility, pay child support, pay court-ordered restitution, and any other debts.

Other requirements attached to this center include:

  • Participants should take part in drug, alcohol, or other treatment programs.
  • They should work cooperatively with the RRC staff person to achieve specific objectives.
  • They should maintain contact with their parole and probation officer.
  • They can also participate in educational programs that could benefit them.

This facility also reduces county cases of recidivism by helping inmates address criminal needs and urges. Moreover, it helps them to flawlessly transition back into society by gaining employment, skills, being sober, and being productive members of the community.

·       Sheriff’s Work Crew

County offenders can also get absorbed into the Sheriff’s Work Crew Program instead of jail time. This program primarily applies to inmates sentenced to the Sheriff’s custody for a short period or those convicted to serve their time on weekends. At the end of each day, the inmates are authorized by furlough from the county sheriff to go back to their residence.  This program is self-funded, and the participants work on projects contracted by non-profit organizations or the local government. Some of the projects include park and trail maintenance, vegetation control, and litter clean-up.

·       Electronic Surveillance Program

Another alternative to getting incarcerated at Lane County Jail is the Electronic Surveillance Program (ESP). This program adopts the use of GPS technology, electronic transmitting, and receiving devices to monitor offenders at specific times. Both pretrial and sentenced offenders can participate in this program.

Participants are allowed to serve their time home but are closely but remotely monitored electronically through a transmitter-fitted ankle bracelet. Consequently, the offenders can continue with their normal lives; attend school, interact with family members, attend treatment programs or continue with their jobs as long as they do not break the set terms.

This program is mainly assigned to sentenced offenders, but it could also be adopted for individuals approved for release as they wait for the resolution of their cases in courts.

Inmate Mails Rules and Regulations

Inmates are highly encouraged to keep tabs on their loved ones while in incarceration, and letters provide just the perfect avenue to achieve this. While inmates at this facility are allowed to send and receive as many mails as they like, the mailing endeavor is attached to strict rules and regulations. Some of the rules and regulations include the following:

  • All letters should be mailed through the United States Postal Service.
  • Incoming mails should have a valid return address.
  • Any attempt to smuggle contrabands through mails may lead to prosecution.
  • All inmate mails have to be inspected by the jail staff before they are handed over to the recipients. Mails will not be read unless the authorities have enough proof that the content could compromise the jail’s security.
  • Mails between inmates at this facility or other jails and prisons are not delivered.
  • Mails sent through third parties are also not allowed.
