The David L Moss Justice Center is part of the Tulsa County Sheriff’s Office and is located at 300 Denver Ave in Tulsa, Oklahoma 74103. The center has been open since 1994. The center is a medium-security facility, so the David L Moss inmates are either awaiting sentencing or trial. Most inmates are in custody at the center for less than 2 years. The total capacity is 1714 people. The facility was updated in 2017 to include mental health units and dorm-style units, raising the capacity at that point to 2020 beds. Like many other jails, David L Moss inmates have the opportunity to further their education through skills classes. Visiting David L Moss Criminal Justice Center
Like many detention centers, David L Moss inmates are offered regular visiting hours. These hours are 7 days a week from 7:30AM to 9PM, excluding Thanksgiving and Christmas Day. All adults must have a government ID present and anyone under 18 is required to have a copy of their birth certificate. Visits are limited to two 1 hour visits per week. Visitors must first submit a completed visitor’s information form, which includes a background check. Video videos are also available for out of the area visitors with on and off-site video visits possible. Video visits are made with children in mind who the facility prefers not visit in person.
Facilities
David L Moss inmates have access to a 24 bed infirmary and outpatient medical and dental treatment. These are also 8 negative air pressure treatment rooms. The facilities are designed to handle 3,000 inmates though currently, the jail holds an average of 1,600. The hospital within David L Moss has two low maintenance caretakers, a low-maintenance specialist, and three full-time attendants to help inmates with their medical needs. While the facility is considered medium security, the jail does have six maximum security holding cells for when very high-risk inmates are transferring in.
Leaving ICE
As of June 2020, David L Moss Justice center is no longer an ICE Detention Center. ICE needed more beds in 2017, but as of 2020, they only used 12 of nearly 200 available beds for the purpose of ICE. Prison leaders also mentioned that they are no longer subject to the extensive audits requires for holding ICE detainees at the facility and wouldn’t see much of an impact on the prison’s budget.
The lack of numbers and dedication of resources overall made ICE a non-factor in the jail’s population.
Who was David L Moss?
David L Moss Justice enter is named after the late district attorney for Tulsa. Among Moss’s tasks for improving crime rates in Tulsa was to inform the city of the need for a jailing facility. Moss died of a heart attack two months after a temporary sales tax was instituted to help pay for the jail. Moss was very active in church, taught Sunday school, coached youth sports, and was a regular counselor at Church camps.
Sending a Care Package
Inmates are eligible to receive cards and letters. They are limited to 15 personal photos which must be 4” by 6” or less and must not be on Polaroid paper. Incoming packages and letters are opened but not read. Correspondence from legal representatives are opened in front of the inmate.
Money can be sent online or via machines in the prison’s lobby. A $3 fee is charged for using cashier kiosks and the charge is deducted from the total amount the inmate receives. The inmates do not receive physical money and may debit directly from the commissary without cash.
