The Eddy County Detention Center is in Carlsbad, NM. The prison is operated by the Eddy County Sheriff’s Department, and it serves the community of Eddy County. The center also accepts inmates for the City of Carlsbad, where there is no city jail.  In addition to working with the Carlsbad City Police Department, it also holds individuals for other nearby communities, including Artesia, NM.  Finally, it holds federal prisoners for the US Marshalls.  The facility receives an average of 50 newly booked inmates each day. It is located at 201 North Main Street.  The main office to the center can be reached by calling 575-887-7556.

The detention center is a medium-security facility.  The majority of the inmates in its housing are either pre-trial or waiting for sentencing.  The average length of stay of detainees is under two years. The facility provides all standard services to detainees, including medical, dental, and mental health care services.  A registered nurse is on-site seven days a week, and Carlsbad Mental Health Center provides mental health services.

Eddy County NM Sheriff

The current sheriff of Eddy County, NM, is Mark Cage. He was elected to his position in 2016 after a long career spent working in law enforcement.  The warden who oversees the detention center is Billy Massingill.  The warden reports to Sheriff Cage. He has worked in corrections for over 25 years and has been the warden of the facility since 2011. He is a certified instructor in the field of correctional training and works closely with Sheriff Cage to ensure that the facility meets all state and federal standards for operations.

Visitation

Visitation at this facility is limited to video visits.  In order to visit with an inmate, family members or friends must first set up an account with the service that manages the video visit program. An account can be done by visiting videovistanywhere.com.  Visits can be done from inside the facility or from the visitor’s home.  There is a charge of $10.99 for home visits.

The same visitation rules apply regardless of where the visitor is located during the visit.  Photo identification is required for all visitors over 18, and a strict dress code will be enforced for visitors.  No tank tops, transparent tops, short skirts/shorts, low-cut necklines or backless shirts/dresses, or obscene or vulgar clothing will be allowed. Visitors who come to the detention center for a visit must be wearing closed-toed shoes. Furthermore, visitors with a felony arrest history will not be permitted into the facility for visitation. The staff can and will terminate the visit at their discretion if they observe inappropriate behavior or dress code violations.

Visits must be scheduled in advance through the website.  Visiting hours for in-center visitation will be from Tuesday thru Sunday, 7:00 pm – 9:00 pm.  Home visits can be scheduled for Monday thru Sunday from 9:00 am -11:00 pm.  Prisoners located in the alpha unit will have a different visiting schedule.  The rotating calendar can be accessed on the facility’s website.

Inmates may arrange visitation with their attorney at any time. Visits must be arranged in advance and must occur from 9:00 am – 4:00 pm.  The office will also accommodate reasonable requests for visits outside of business hours.

Eddy County Inmate Lookup

The Eddy County Sherriff’s office provides the public with access to an online database. This database is an inmate lookup that allows anyone to know the details of an inmate’s charge and booking date.  Searches can be done specifically for individuals “booked today.” The system also allows the user to see anyone who is “released today.” This search can be used to provide information on not only current detainees but also anyone who has previously been detained.

The report provided by the search tool includes the prisoner’s name, physical description, charges, and a copy of the mugshot.  It also gives a detailed description of the charges as well as the time and place the offense occurred.  It provides the date and time that an individual is booked into the facility and when they are released from it. In addition to the online search tool that is available, information about specific prisoners can be obtained by calling the prison office at 575-887-7556.

The search tool can also allow the detention center to post announcements about individuals or special circumstances occurring inside the complex and keep a record of any inmate with an active warrant.  Public transparency is a top priority of the jail’s warden and sheriff’s office. They have taken extra efforts to make as much information about the facility and the inmates easy for the public to access.

Money

Family and friends are not allowed to send cash, checks, or money orders to the prisoners or to the main prison office.  Each prisoner will have an account that they can use to pay for phone time, commissary items, or fees.  Friends or family can make deposits to this account in a number of ways.  A kiosk is located in the detention centers main lobby.  It accepts credit/ debit/ cash payments and is available from 8:00 am – 8:00 pm.

A transaction fee applies for using the kiosk. Outside of the jail, deposits can be made by calling 1-866-394-0490 or by visiting the access corrections website. Deposits specifically for phone time can be made by calling 866-558-2823 or visiting the phone service website. Only outgoing calls are allowed at this facility, and an active phone payment account is required for prisoners to make phone calls.
