Federal Prison Camp Duluth MN has been open since 1983 and is a minimum-security prison camp located in Saint Louis County, Minnesota in the city of Duluth. This prison currently holds 298 all-male offenders and is located on the former Duluth Air Force Base.

The inmates stay in five barrack-like cells, which have two floors that consist of rooms that can hold roughly four to six prisoners in each room. The barracks also have a bathroom and laundry room for each floor that the inmates can use personally.

Among the most notable prisoners is a man named Denny Hecker, who was incarcerated for bankruptcy fraud. Hecker interviewed with a CBS reporter and told stories of the conditions inside of Federal Prison Camp Duluth.

According to Hecker, conditions inside the prison were quite nice, and that he was able to exercise daily and eat good meals. He claims that the prison will sometimes offer fresh cinnamon rolls and there was a salad bar to choose from.

Phone Usage for Inmates

Inmates are not permitted to have cell phones or receive any inbound calls whatsoever. However, they are allowed phone privileges and can use the phone to contact family or community members for a small fee (usually paid by the inmate).

The inmates will use a TRULINCS contact list to add numbers and contacts to their list of approved phone numbers. The same process goes for emailing those they wish to contact outside the facility.

Federal Prison Camp Duluth Visitation Hours

Under normal circumstances, visitation hours for FPC Duluth are on Saturdays, Sundays, and Mondays from 8:15am to 3:15pm, as well as federal holidays. In normal cases, visitors will not be allowed to enter the visitation room after 2:30pm.

Although, due to the ongoing pandemic, the visitation hours have been adjusted for FPC Duluth as of December 8, 2020. Now, visitations occur only every other Saturday and Sunday in two different sessions (morning and afternoon sessions).

The first session begins at 8:15am and ends at 11:15am. Once visitors and inmates have left, there will be an hour-long cleaning and sanitizing of the room ending at 12:15pm. The second session will begin at 12:15pm and go until 3:15pm.

Also, the maximum number of visitors allowed has been limited from six to two visitors at a time. Both inmates and visitors will have to wear a protective facemask for the entirety of the visit as well and no physical contact is permitted.

To visit an inmate, you will first need to be put on their visiting list which is filled out by the inmate shortly after they arrive at the facility. The Bureau of Prisons (BOP) will have to approve the visitation as well, the kinds of people who can visit prisoners are:

In some cases, visitation can be allowed before a Visitor Information Form is filled out by the inmate to immediate family members. Your relationship will need to be proven by the inmate’s Pre-Sentence Report first, however.

For the people that did receive a Visitor Information Form, the inmate should have filled out their portion of the form already and you will have to complete the portions that require your information to schedule a visit with the inmate.

All Visitor Information Forms will be reviewed and either approved or denied. The inmate will then be told this result and they will typically be allowed a phone call to contact the potential visitor if they were denied.

Visitation Dress Code

Appropriate clothing must be worn when visiting an inmate. There could be children and other visitors present in the room, so it is required you wear clothing that is appropriate for this kind of environment. Some examples of clothes that are not permitted are:

  • Crop tops
  • Spandex
  • Skirts two inches above your knee

  • Backless shirts

The visit should be kept orderly and quiet as to not disturb any of the other visitors. The staff overseeing visits can ask visitors to leave if the visit becomes unruly or they believe some kind of contraband is being given to the inmate.

Lastly, when you arrive at the visitation room you will have to show a valid photo ID like a state driver’s license, a resident alien card, federal or state ID card, or a passport. Expired forms of ID, Mexican Consular identifications, or birth certificates are not accepted as passable IDs.
