Itasca County Jail Annex is a Class III detention center for adult male and female offenders in 440 NE 1st Avenue, Grand Rapids, MN 55744. It comprises the main jail established in 1982 for up to 59 inmates and an annex area created later on in 1997 for another 48 inmates. The offenders at the Itasca County Jail Annex are a mix of inmates awaiting the hearing of their court cases, and those already sentenced, awaiting transfer to other facilities. In turn, both facilities operate at full capacity at most times.
Itasca County Jail Annex is under the supervision of the Minnesota Department of Corrections (MNDOC). The Department runs various inmate programs that facilitate safe incarceration for the inmates, staff, and visitors to the county jail.
The County Jail Inmate Programs
- Alcoholics Anonymous
It is a fellowship where offenders recovering from alcoholism gather to share their past experiences while offering support to fellow members.
- Religious Programming
The Department, under the guidance of the Federal of Prisons, engages chaplains, spiritual leaders, and trained community volunteers to facilitate religious worship and study of sacred scriptures for all interested inmates. Here, the Department observes holy days, gives inmates access to religious materials and allows for religious guidance and counseling.
- Women’s Groups
Female offenders at the Itasca County Jail Annex meet to discuss their life in incarceration. Hence, it is supportive women’s community that facilitates healing and growth, while upholding family values behind bars.
- The Huber Program
Itasca County Jail allows inmates the Huber Status, employment opportunities to inmates under its jurisdiction. Here, inmates eligible for employment get authorization from the courts. Then, they may work up to 12 hours per day at specified work areas within 60 miles of the jail location.
Further, the Department runs a medical treatment center equipped with licensed medical practitioners that include physicians and dentists.

In contrast, Public Registrants include sex offenders and all other past offenders that need to register their whereabouts with the Department.

Third, MNDOC contracts JPay to provide inmate e-messaging services at the Itasca County Jail. Anyone wishing to use this service should sign up and create an account with the service provider. Then, use the inmate’s ID number to log in and correspond with the inmate.
Inmate Commissary
Inmates at Itasca County Jail Annex are free to buy commissary items using funds from their commissary accounts. Family members and friends may top up these commissary accounts by depositing funds via EFT, Cashier’s Checks, or Postal Money orders. Inmate Visitation Rules
Itasca County Jail Annex allows friends and family members of offenders to visit them on Tuesdays, Thursdays, and Sundays from 9.00 am to 11.30 am, and 1.30 pm to 3.30 pm. Only, these must be pre-approved visitors, carrying state-issued picture IDs for purposes of identification. Adult inmates may be accompanied by minors if they can provide adequate proof of legal guardianship.
