FCI Milan is located in Washtenaw County, Michigan in the city of Milan. It is a low-security prison and an adjacent detention center is also on the 300 acres these institutions take up.  There are currently 1,250 male inmates total including the inmates at the detention center.

Originally, Milan Michigan Federal Prison was designed to house 1,015 inmates maximum with the detention center only holding 162 maximum. The inmates are housed in standard cells in this facility.

FCI Milan opened in 1933, and it was initially called a Federal Detention Farm. Much has changed since its opening, for example, the prison held female inmates for its first six years. Also, FCI Milan was considered a medium-security institution until 1993 and since then it has stayed a low-security institution.

One particular historical event for Michigan took place in this prison on July 8, 1938. Inmate Anthony Chebatoris was the only person to be executed since Michigan became an official U.S. state for murder and robbery. This inmate is, to this day, still the only person to be executed in this state.

Sending Money to Inmates

Family and friends of inmates can send money to them so they can spend it on items that can make their time serving their sentence more comfortable. Funds can be sent through the United States Postal Service (USPS) or electronically on two different websites.

Western Union

The first way you can send money electronically to an inmate is through Western Union. They use a method called the Quick Collect Program and the form can be found on their website.

Money sent through Western Union between the hours of 7am to 9pm EST will be processed the day of within two to four hours. Any funds sent past 9pm will be processed 7am the next day.

MoneyGram

The other way you can send money to inmates electronically is through MoneyGram. You can access their website to find the forms necessary to send funds.

MoneyGram will only send your funds if the inmate has already physically arrived at the facility. You will also need to know the inmate’s register number and full name to successfully deliver money to them

The MoneyGram ExpressPayment Blue Form is what you will need to fill out and this requires you to know the register number and full name of the inmate and some given details such as:

  • Company Name (Which will be Federal Bureau of Prisons)
  • City & State (Which will be Washington, DC)
  • Receive Code (Which will be 7932)

United States Postal Service (USPS)

Sending money through USPS is also possible, but funds shouldn’t be sent to the prison’s actual address. You will need to send any money to the address listed below if you plan on sending it using USPS. The money goes to a processing center which redistributes the money to the address of the inmate you are sending it to. How you should address your envelope is:

Funds can be spent on the commissary, emails, or phone calls. Commissaries in prisons are basically stores where the inmates can spend their money on various items like snacks, leisure items, and other products to make their stay more comfortable.

It is advised that you monitor how your funds are being spent as well. There is an economy in prisons and, sometimes, other inmates will barter drugs and other contraband for items from the commissary or the money itself.

Inmate Search

The inmate search tool is a helpful tool implemented by the Federal Bureau of Prisons and can be located here. To search for a specific inmate, you will only need to know their full name or their register number.

The information that will come up after a successful search will be mostly self-explanatory information (race, sex, age, name) but the release date and location can sometimes show up with different results.

The release date will most often show up as a date in the future which is the inmate’s release date assuming they serve a full sentence. If the inmate is let out on parole or get a reduced sentence due to good behavior, this date could be subject to change.

Location can also show up with a few different results. Normally, the location of the inmate will be the address of whatever institution they are being held in currently. Although if there is no location specified they could be on house arrest or have been moved to a prison that is not in the Federal Bureau of Prisons.

Inmate Access to Phone Usage

Cell phones are not permitted to be used by inmates and they cannot get inbound calls of any kind. The inmates are permitted to use phones provided by the institution to contact family members or other loved ones. Usually, there is a small fee to use the phone that is paid for by the inmate.

TRULINCS contact lists are used by the inmates to add contacts and phone numbers to a list of approved contacts. This same list is used for emails as well, a small fee is also needed to send emails but is again, typically covered by the inmate themselves.

Visitation Hours for Federal Correctional Institution Milan

Normally, visitation hours for FCI Milan are on Thursdays, Fridays, Saturdays, Sundays, and federally recognized holidays. The hours on Thursdays are 4:30pm to 8pm, for Fridays they are 12:45 to 8pm, and for Saturdays, Sundays, and federal holidays the hours are 8:15am to 3pm.

Since October 2, 2020 FCI Milan’s visitation hours have since been limited due to the ongoing pandemic. Currently, there are six-time slots available for inmates and there is only a maximum of 21 inmates and two visitors per inmate allowed in each time slot.

There are three-time slots in the morning and three in the afternoon and inmates can ask for a visit during these time slots on their unit’s assigned visiting day. These time slots are:

  • 7am to 8am
  • 8:30am to 9:30am
  • 10am to 11am
  • 11:30am to 12:30pm
  • 1pm to 2pm
  • 2:30pm to 3:30 pm

The visitation hours for the detention center have also been limited to four-time slots and are divided into two days of visitation. The west unit gets visitation on Fridays and Saturdays and the east unit gets Sundays and Mondays.

Only six inmates are permitted per time slot and only two visitors are allowed per inmate. The time slots for the detention center are:

  • 8am to 9:30am
  • 10am to 11:30am
  • 12pm to 1:30pm
  • 2pm to 3:30pm

Visiting an inmate requires you to be written onto their visiting list. An inmate’s visiting list is filled out by them personally soon after they arrive at the prison. The visiting list will need to be approved by the Bureau of Prisons and it is possible to be denied visitation.

There is a wide variety of people who can be placed on an inmate’s visiting list including immediate family members, relatives, guardians, some friends, and members of community organizations the inmate is involved in.

Although in some special circumstances, visitation is permitted before the inmate can fill out a Visitor Information. Immediate family members who’s relationship with the inmate can be proven by the Pre-Sentence Report can potentially visit without this documentation.

If you have received a Visitor Information Form from a current inmate, you will need to fill out the portion that has not been filled out by the inmate already and send it back to their address.

Each Visitor Information Form will be reviewed by the Federal Bureau of Prisons and, if the visitation is denied, the inmate will be informed and can contact the visitor to let them know.

Dress Code for Visitation

Other visitors, sometimes including children, and inmates will be present in the visitation room, so it is required that all visitors dress appropriately during their stay. Some examples of attire that is not permitted to be worn inside the visitation room is:

  • Hats
  • See-through clothes
  • Backless shirts
  • Short shorts
  • Mini skirts
  • Bathing suits
  • Crop tops
  • Sleeveless shirts
  • Spandex
  • Clothing that appears similar to inmates’ clothes

There are other pieces of clothing that are against the facility’s dress code that do not appear on this list as well. So, if you are wondering whether or not a certain shirt or dress is against the dress code, call the facility to make sure before the visit.

All visitors will and inmates will be issued a face mask upon entering the room as well and the mask must stay on for the entire visit. No physical contact is allowed and there will be a temperature screening in efforts to control the spread of COVID-19.

You will need to show a valid photo ID when you arrive as well, birth certificates and Mexican Consular identifications are commonly mistaken as valid forms of ID but these will not be accepted. IDs such as a state driver’s license or current passport will be accepted, however.

FCI Milan also offers RDAP which is meant to help inmates that are struggling with drug addiction. Other substance abuse programs include Alcoholics Anonymous, Narcotics Anonymous, and others.

Some of the education programs include GED and ESL programs. Also, high school diplomas and post-secondary programs can be completed by inmates through paid correspondence programs.

Apprenticeships for jobs in fields such as carpentry, electrician, HVAC, dental assistance, and many others are also available to inmates. This, of course, can start the inmate off on a great path to find work once they are released.

The library can be used daily by inmates and they can check out both nonfiction and fiction books. The library also offers them a quiet place to study or read magazines and newspapers during their leisure time.

Indoor and outdoor recreational services are also given to inmates to use daily. Some of the outdoor activities they can become involved in are team sports like basketball, flag football, and soccer.

Indoor facilities include a gymnasium where inmates can exercise and a place where hobby craft activities can also take place such as painting, drawing, or leather making.
