The USP McCreary is a high-security penitentiary for male inmates, with an adjacent minimum security satellite work camp. It is located in Kentucky.

The prison has an all-male population of 1480 offenders in total. Of these, 1388 reside in the penitentiary itself while only 92 are housed in the adjacent minimum-security camp.

The prison is located on Federal Way in Pine Knot, McCreary County, Kentucky. It is part of the Eastern Kentucky Judicial District and is located in the Mid-Atlantic Board of Prisons Region.

The facility has an orientation handbook available for free on its Board of Prisons listing. According to the handbook, all incoming inmates are assigned to the Admission and Operation Program. As part of this program, inmates are briefed on the prison’s rules, as well as their own rights and responsibilities.

McCreary, like many other institutions, is divided into a unit system of organization. A unit is a self-contained housing area that includes housing and office sections for unit staff. The unit staff are located in the offices to increase staff and inmate accessibility.

USP McCreary limits the items that may be retained by incoming prisoners for sanitation and security reasons. The institution claims that excess personal property would constitute a fire hazard or impair staff searches of inmate living areas.

Inmate Search

Finding an inmate at facility is not too difficult. To locate an inmate at a federal facility like the USP McCreary, you can use the inmate locator provided by the Bureau of Prisons website. Any and all inmates who have been incarcerated since 1982 in federal facilities are included and will be listed in the locator application. It can be used to find inmate information by number, or by name if a number is not known, and you should start your search with this tool

When searching by name, and not inmate number, the last name must be provided. If it is a common last name, you will be able to narrow the results by including the first name and middle name of the inmate. You can also search by age, race, and sex indicators, which will help you narrow or widen the search results. Of course, the easiest way is to search by an inmate number if you know it, since the BOP inmate locator can be used to find the location and release information of the inmate.

Keep in mind that the information might not be completely up to date since the system contains release date information, but sentences are regularly being reviewed for things like per Good Conduct Time application rules, so it’s possible release date info might be stale. You should check back regularly.

Visitation Rules And Process

Because of the COVID pandemic, visitation is incredibly restricted. In fact, it is most likely not possible at all until the world begins to recover from the global pandemic. Given the nature of the virus, visitors should check with the prison before planning a visit to see what the current visitation rules are.

In deference to the current COVID pandemic, the USP McCreary has not made the decision yet to resume in-person visits. It is possible that visitors will be permitted to visit with no physical contact.

If and when visitation does resume at McCreary prison, visitors should expect to submit to COVID screening and temperature checks. Any visitor who refuses to do so will not be permitted to visit.

Additionally, any inmates who are in quarantine are not going be permitted to participate in social visits until their quarantine is lifted. In general, the total number of visitors is going to be much more limited than normal.

All visitors will need to be screened for symptoms, and if visitors are experiencing any COVID symptoms they will not be permitted to visit.

Visitation Hours

All visitation is currently suspended because of the global pandemic. But, when the suspension lifts, there are a few things to know about visiting inmates at McCreary prison. The visiting days and hours for the USP McCreary are Saturdays, Sundays, and federal holidays from 8:30am until 3:00pm. Each inmate needs to create a list of approved visitors, and people cannot visit unless they are on that list.

There can be no more than 10 names on the list at any given time, and the prison has the right to vet this list and ensure there are so security concerns, and no more than 4 visitors can be with an inmate during a particular visit. Inmate visitors should plan to dress conservatively, or they can be turned away upon arrival.

Visitors should plan to be searched upon arrival and not bring any contraband into the facility. They will need to have identification ready and available to present upon arrival.

The visiting days and hours are the same for the Satellite Prison Camp as they are for McCreary prison. Any requests for special visits, such as legal or religious visits, must be made through the inmate’s unit manager. There is a form that the inmate must have filled out sometime Wednesday of the week preceding the weekend when the visit is desired.

Inmate Communication

Telephone Calls

BOP inmates are able to make telephone calls so they can maintain connection to family and friends, but they are not able to receive phone calls. They will not be able to use third-party applications and must call using the BOP phone system, which ensures the inmate is not using the phone for inappropriate reasons.

The inmates need to have money in their account in order to make phone calls, but sometimes they can call collect, charging the recipient of the phone call. All social calls are monitored, but inmates can make unmonitored calls to their attorneys, ensuring they have privacy to discuss legal issues.

Email Messages

The Trust Fund Limited Inmate Computer System, known as TRULINCS, is the system that allows inmates to get started with using email. They can send digital messages with prearranged, and preapproved, contacts. These messages will be screened. Some think that email allows the inmates to prepare better for reintroduction into society, since they can regain connections with the community. Getting in touch with friends and family can be important to the mental health and well-being of inmates.

Of course, inmates should understand there are restrictions with the system. Inmates must receive approval by the BOP to use it, and anyone they want to communicate with will need to provide authorization for the inmate to message them. There is no access to the internet, and the inmates can only send email.

Inmates will be restricted to sending emails that are limited to 13,000 text-only characters, and the messages cannot contain attachments of any kind, including pictures. Essentially, federal inmates can send about two pages of text at a time.

Sending Money To An Inmate

Putting money in an inmate’s commissary account is a great way to help them. But, you should not use the normal mail address or faculties to send funds to an inmate. You need to deposit money to an inmate’s account through either MoneyGram, Western Union, or the United States Postal Service. Each has its requirements that are outlined here.

United States Postal Service

To send funds to an inmate account via the USPS, you must send a money order only, and you cannot send either checks or cash, and be sure not to include any other items intended for the inmate in the package. Send the money order containing the inmate’s full committed name and complete eight-digit register number to:

You want to make sure you include your return address on the envelope in case your funds are not able to be deposited and must be returned. Don’t forget to apply adequate postage to the envelope as well.

Western Union

You can send funds via any Western Union location, on their website, or even over the phone.

Make sure you have the account number to be the inmate’s eight-digit register number, and then followed by their last name, for example, 42012247LEO. Address the attention line should be the inmate’s full committed name.

MoneyGram

To send funds via MoneyGram you will need to have some information on hand. Again, you would want the account number to be the inmate’s eight-digit register number followed by their last name, 42012247LEO, for example. For the company name, it will be the Federal Bureau of Prisons, and the city and state will be Washington, DC. The Receive code will always be 7932, and list the inmate’s full committed name as the beneficiary.

Commissary

The commissary is very important to the well-being of the inmate. That is how he buys things and pays for things like phone calls. The commissary is basically the only store that lets inmates buy things that are not issued by the BOP. Inmates will receive regularly hygiene products and three meals per day, but the store lets them buy some treats and snacks, and brings a little joy to their lives.

They can’t purchase things like snacks, foods, clothing, radios, premium hygiene items through the prison commissary system if they don’t have any funds in their account. The money that people send to inmates goes into their commissary accounts.

Inmate Programs

Psychology Services

When inmates check-in at a federal prison like USP MCCREARY they will have an evaluation from a psychologist upon arrival. Inmates will have the opportunity for inclusive and in-depth individual and group therapy programs that can be helpful during times when they are feeling isolated. There is also crisis intervention available at all times.

Substance Abuse Help

The Psychology Department does more than just offer counseling, as it also handles the treatment of any inmates with a history of substance abuse disorders. Inmates can receive treatment for drug and alcohol addictions.

Educational Programs

Inmates at USP MCCREARY are able to do some studying and further their education while incarcerated. They can enroll in literacy, GED, and English as a Second Language (ESL) programs. In fact, inmates without a high school education are required to study for their GED while in prison, and if they cannot speak English they are required to go through an ESL program.

Voluntary Education Programs

Inmates can go beyond the GED or high school diploma and enter voluntary vocational training programs.  An inmate can submit a formal request to the education program to get put on a waiting list to enter a vocational training program.

These programs are good opportunities for inmates to gain skills, which can help them find gainful employment upon their release from prison. These skills can be paramount to their success.

Recreation Services

It’s important that inmates have access to some recreation, or their mental health could suffer. At USP McCreary, they are able to keep some hobbycraft materials in their cells, so they can do hobbies.

The prison offers a variety of recreation activities like indoor volleyball, softball, and basketball. These organized team events are good for improving morale and keeping the spirits of inmates up. They have access to recreation areas on a daily basis.

There are also a variety of arts and crafts projects organized for inmates to participate in, which can help keep their brains engaged. Recreation can be the key to inmates finding any source of happiness while they are incarcerated, and at USP McCreary they do have a few options that they can participate in.

Leisure Library

McCreary prison also offers a leisure library for inmates. It is within the Education Department and provides reading opportunities for inmates. They can check out books, magazines, and periodicals. Inmates can also access an Interlibrary Loan, which allows them to borrow materials that are not currently in the prison library.

There is an institution law library that inmates can access to read up and do research in support of their court case. Many inmates find this a handy tool to prepare for meetings with attorneys and court dates.

The Education Department also runs the re-release program, and inmates in good standing can inquire with the Education Department about that program.
