The Federal Correctional Institution Victorville (FCI Victorville Medium II) was opened in 2004 and can be found in Victor Valley in San Bernardino County of Victorville, CA. The entire complex contains FCI Victorville Medium I and II, and United States Penitentiary, Victorville as well.

FCI Medium Victorville II is a medium-security federal correctional institution that currently houses 1,027 offenders. 828 of these offenders are housed at the federal correctional institute and the other 199 inmates are housed at the satellite camp. These inmates can be male or female but they are separated within the facilities.

The housing units for inmates are standard two-person cells at the main facility. At the satellite camp, inmates stay in dormitory-esque housing that are separated into two-person cubicles.

A few notable former inmates have served their time at these facilities including Abby Lee Miller, who starred in Dance Moms. She served a 366-day sentence at the satellite camp after being found guilty of bankruptcy fraud.

Also, former professional baseball player, Lenny Dykstra, was found guilty of money laundering and served 15 months in FCI Victorville Medium II.

Specific inmates can be found using the online inmate lookup tool which can speed up the process of finding an inmate substantially. The inmate’s full name or register number will need to be provided to search for them, however.

Search results for an inmate will show their name, release date, location, race, sex, age and register number. Additionally, the inmate lookup tool is limited to search for only offenders that were incarcerated from 1982 to the present day.

Search results for release dates can show up as dates in the future, which is the date they will be released if they serve the full sentence, or as “RELEASED”. Inmates can sometimes be released earlier than their projected release date though for parole or good behavior.

The location for inmates can also come up with some confusing results. Normally, the inmate’s location will be the physical address of the institution but if they were moved to a prison not associated with the Federal Bureau of Prisons, the results will come up as “IN TRANSIT”.

At FCI Victorville Medium II, services and programs of many varieties are all offered so inmates can develop new skills and a healthier lifestyle. Programs that are offered to all inmates at this facility include:

These services are all popularly used by inmates but there are certainly more offered than these.

Psychology services are open to inmates during open house hours and workshops and groups like anger management or stress management are available as well. Emergency crisis care is also available 24/7 for inmates thinking of suicide or other life-threatening crises.

Self-help books are also available through FCI Victorville Medium II’s library services. Inmates can also check out books of fiction or nonfiction or even magazines and newspapers. The library is open six days a week at this facility.

GED, ESL, ACE, and literacy programs are all available through the educational services offered to inmates. Coastline College also allows for inmates to earn an associate’s degree in specialized business or liberal arts.

Health services for inmates include sick call, physicals, medication, eyeglasses, and dental services. For non-emergency health concerns, inmates must fill out a triage form to be evaluated. However, emergency health services are available 24 hours a day and any staff member can be approached about these concerns.

Outdoor and indoor activities are available to inmates through FCI Victorville’s recreational services. Indoors, prisoners can take place in arts and crafts like painting or drawing. Outside, any inmate can participate in team sports, exercise, or simply socialize with other inmates.

There are also apprenticeships available that can set up inmates for good jobs after their release. The apprenticeships are in HVAC and plumbing at FCI Victorville Medium II, while the satellite camp offers an apprenticeship as a dental assistant.

Visit Hours

Currently, all visitation hours have been suspended until further notice for this institution.

During normal operations, visitation hours at FCI Victorville Medium II are on Saturdays, Sundays, Mondays, and federal holidays from 8:30am to 3pm. Social visits will not be processed if the visitor arrives any time before 8am or after 2pm.

Although, due to the ongoing pandemic, visitation hours were altered as of October 10, 2020. Visitation hours are now separated into four sessions on Saturdays, Sundays, and Mondays with only certain units being allowed visitation on designated days.

There are four total units on this rotation that consist of C-Upper, C-Lower, D-Upper, and D-Lower. Depending on where the inmate is located in these units, they will be assigned a certain day on a certain week to visit.

The four sessions on visitation days are divided into four time slots, two in the morning and two in the afternoon. The times for these sessions go as follows: 7:30am to 9am, 9:30am to 11am, 11:30am to 1:30pm, and 2pm to 3:30pm.

As for the satellite camp at FCI Victorville Medium II, visitation will only occur on Saturdays and Sundays with the two units alternating days every week. Visits will also be divided into sessions but there will only be three available for the satellite camp.

The times for these three sessions include one-morning session and two-afternoon sessions. The times for these sessions are: 7:30am to 9:30am, 11am to 1pm, and 1:30pm to 3:30pm. All facilities will also clean and sanitize the visitation room for 25 minutes in between these sessions.

Various new safety regulations have also been included to help combat the spread of COVID-19. For example, both inmates and visitors are required to wear a mask at all times during the visit and temperature checks will be given before entering the visitation room.

Other new regulations include a no physical contact rule and a limit of four visitors per inmate including children. Also, any food or beverages will not be permitted inside the visiting room and vending machines will be turned off.

Visitors will also need to be placed on the inmate’s approved visiting list to schedule a visit. The types of people that can be put on an offender’s visiting list are those that are directly related to them, other relatives like aunts or uncles, members of a community organization, associates, some friends, or attorneys.

Visiting Room Dress Code

Visitors are expected to wear clothes that are within the bounds of good taste. Other visitors, including children, will likely be also present in the visitation room so provocative clothing will be against the dress code. Other items of clothing that will not be allowed are:

  • Low-cut clothing
  • See-through clothing
  • Tank tops
  • Sweatpants
  • Backless shirts
  • Tan-colored clothing

This list does not contain everything though and a full list with specifics can be found in the FCI Victorville complex supplement. Tan-colored clothing may seem strange to ban but it is so visitor’s clothes do not blend in with the inmate’s attire.

Visits with inmates should not disturb other visits and be kept reasonably quiet and cordial. If the visitor or inmate breaks any of the rules or codes surrounding visitation, the visit can be terminated immediately and future visits may also get denied.

It is also against policy to bring in any item with the intent to give it to the inmate. No matter what the item is, it will be considered contraband and confiscated immediately.

Valid photo ID will also be necessary to show when you enter the facility. A state driver’s license or any kind of federally recognized photo ID will be accepted. Documents with no photo such as birth certificates, will be denied and the visit will be cancelled.

Sending Funds to Inmates

Inmates can receive funds from friends and family who are willing to send some to them. This can be done through the United States Postal Service (USPS) or through two different electronic methods.

MoneyGram

MoneyGram’s website gives you the capability to send money to inmates so long as you know their name and register number.

The website will process the funds you send between 7am to 9pm EST on every day of the week. Once you send out your money, it will usually take around two to four hours to go through to the inmate if you submit it within the 7am to 9pm EST range. Money that is sent to inmates past 9pm will go through the next day at 7am.

MoneyGram will not disburse any funds unless the inmate has personally arrived at the institution and the correct information was provided on the form.

The form that must be filled out to send funds is called the MoneyGram ExpressPayment Blue Form. This is the form that will require you to provide the inmate’s full name and register number but it will also require you to fill in some given information as well which is:

  • Company Name (Always the Federal Bureau of Prisons)
  • City & State (Always Washington, DC)
  • Receive Code (Always 7932)

Western Union

Western Union is another company that allows people to safely and legally send inmates money through their website.

The Quick Collect Program is the program you will need to use to send inmates funds and this program works similarly to MoneyGram’s in that you will need similar information to fill out proper forms and your funds will be sent through in a similar amount of time (roughly two to four hours if done between 7am and 9pm).

United States Postal Service (USPS)

The non-electronic route you can use to send offenders money while serving their sentence is through the USPS. You will need to address an envelope with some of the inmates information but you should not send it to the facility’s address. You should address the envelope using this information:

If you are wondering why your money is going all the way to Des Moines, this is because this location is where funds for all inmates in the FBOP are all processed and redistributed to the proper prisons.

Also, be wary of how much and how frequently you are giving an inmate money. It has been proven that prisoners will sometimes smuggle in drugs or cigarettes to trade for this money or items from the commissary.
