Herlong Federal Prison was first opened in 2007, it is a medium-security facility with a prison camp as well that is minimum security. FCI Herlong is located in Lassen County, California in the smaller city of Herlong.

There are only three prisons in Lassen County including FCI Herlong and the facility houses 946 male prisoners including those at the camp. The FCI is built to hold a maximum of 1,152 inmates and its relatively small camp is built to hold 137 maximum inmates.

The facility has three main housing units which and each of these are two stories high and separated into four pods. The camp uses a dormitory-like housing setup that fits two inmates per cell.

Some infamous inmates have served some of their sentences at Herlong Federal Prison as well.  One of these inmates was Tre Arrow who was once the FBI’s ten most wanted list. Arrow was part of the Earth Liberation Front which was a well-known eco-terrorist group and pleaded guilty to two cases of arson.

Offender Search

Searching for a specific inmate can be a time-consuming process, so there is an offender search tool available here that can help expedite the process. You will only need to know an offender’s name or registration number to search for them.

Successful search results will bring up the inmate’s name, race, age, sex, register number, location, and release date. Also, this search is limited to inmates that were incarcerated from 1982 to now.

Phone and Email Usage

Inmates will not be allowed to use a cell phone or personal computer as they are not allowed to get any inbound calls or messages. However, they will be allowed to call or message approved contacts for a small fee (typically paid by the inmate).

A TRULINCS contact list is used by the inmates to add contacts and phone numbers that they can call. This list is also used for emailing purposes so the inmate can add email addresses to message as well.

Visiting Hours for Federal Correctional Institution Herlong

As of right now, all visitation hours have been suspended until further notice at this facility.

When operating normally, visiting hours for FCI Herlong are on Saturdays, Sundays, and federal holidays from 8am to 3pm. The special housing unit allows for visitation only on Fridays from 8am to 3pm as well.

Special visiting hours began on October 3, 2020 and there were some alterations to the hours and regulations due to the ongoing pandemic. Visitations are now divided into four sessions on Saturdays and Sundays with two morning and two-afternoon time slots. These four-time slots are 8am to 11am and 12pm to 3pm on both Saturdays and Sundays.

There is also a Friday time slot from 8am to 11am for FCI Herlong. The prison camp has only two-time slots for visitation under these regulations as well from 12pm to 3pm on Saturday and 8am to 11am on Sundays.

Among the new safety regulations are a face mask requirement throughout the entire visit and temperature checks before visitors and inmates enter the visitation area. Also, only five inmates are allowed in the visiting room at once with only two visitors permitted per inmate.

To visit an inmate they will need to first fill out a Visit Information Form which will be sent to you if you are on the inmate’s visiting list. Visitors on their visiting list will need to be approved and visitors will need to be a family member, relative, member of a community organization, a close friend, or associate.

Under special circumstances, some visits can be permitted before an inmate fills out a Visitor Information Form. If you are a close relative and your relationship to the inmate can be proven on the inmate’s Pre-Sentence Report, you may be granted visitation without filling out the form.

Those that do receive a Visitor Information Form should already see some of the form filled out by the inmate. Once you complete the portions of the form that you must fill out, you can mail it back to the inmate’s address.

The inmate’s address should be listed on the form itself and you can see an outline of how to address a letter there in a separate section below.

Visitor Information Forms will all be reviewed by the Federal Bureau of Prisons and can be approved or denied. The visitor will not be informed of their approval or denial but the inmate will and they will be given an opportunity to contact the visitor to tell them of the result.

Dress Code During Visitation Hours

The visitation room will have other visitors and inmates close by. Sometimes, visitors will bring their children, so it is required that everyone dresses appropriately during visitation. Also, some articles of clothing are not permitted because they can be used to smuggle in contraband. Some examples of not permitted clothing are:

  • Hats
  • Sleeveless shirts
  • Skin-tight clothing
  • Open-toed shoes
  • Clothing the same color as the inmate’s

Of course, there are other types of clothing that are against the FCI Herlong dress code and it is up to the inmate to let the visitor know what they cannot wear to the visit. A full list of non-permitted clothing can be found in FCI Herlong’s Institution Supplement.

Visits should be quiet and orderly as to not disturb any other visits going on. If a visit starts to become overly loud or unruly, the staff overseeing the room can cancel the visit immediately and visitations to that person may be prohibited in the future.

You will also need to display a valid photo ID upon entry. What constitutes a valid photo ID is that the ID is issued by a state or government agency and there is a photo of yourself displayed on it. A state driver’s license or current passport will be accepted as a valid ID.

How to Send Money to Inmates

Money can be sent to inmates that can be spent inside the facility. Most of the time, this money is spent on phone calls, emails, or the commissary. There are two electronic ways to send funds and you can also send funds through the United States Postal Service.

United States Postal Service (USPS)

One way you can send money to inmates is through the USPS, however, the funds will not go through if they are sent to FCI Herlong’s physical address. The address shown below is where you must send all funds to inmates.

The address you are sending this money to is a processing center which distributes money from the USPS to all Federal Bureau of Prisons. Simply address the letter using the information above and your money will arrive at the facility once it is processed.

MoneyGram

You can send money to inmates electronically on MoneyGram’s website. MoneyGram processes these funds between the times of 7am to 9pm EST every day of the week. Sent funds will take around two to four hours to go through to the inmate if they are done within those times. Funds sent past 9pm EST will show up the following morning at 7am.

You will need to know if the inmate has physically arrived at the prison before sending them money through MoneyGram and you will need to know their full name and register number to successfully send the money.

You will need to fill out a MoneyGram ExpressPayment Blue Form to complete the process which will require you to give the inmate’s name and register number as well as some given information which is:

  • Company Name (Federal Bureau of Prisons)
  • City & State (Washington, DC)
  • Receive Code (7932)

Western Union

Western Union’s website also allows people to send money to inmates electronically in a similar fashion as MoneyGram.

Western Union uses their Quick Collect Program to help inmates receive funds from their family or friends. Much like the other electronic option, you will need to know the inmate’s name and register number and payments will be processed from 7am to 9pm every day.

Finally, be advised that there is an economy in jail and sending money to an inmate can result in them using that money to obtain drugs, cigarettes, or other substances that have been smuggled in by other inmates.

Oftentimes, items from the commissary will be traded for this contraband and the inmate could get themselves easily wrapped up in a financial altercation with other inmates.

Commissary

A commissary is a store inside the prison where inmates can purchase a variety of items like snacks, sodas, drink mixes, personal hygiene products, and many other options. The commissary in FCI Herlong allows inmates to spend up to $360 per month on their products.

The money to pay for items at the commissary comes from family or friends of inmates that can send them money through USPS or electronic services like MoneyGram or Western Union.

At FCI Herlong, offenders can shop once a week on designated shopping days and products such as postage stamps, over-the-counter medication, and copy cards do not count against the $360 monthly spending limit.

Recreational services at this facility include outdoor and indoor activities that inmates can participate in. Team sports or group exercise can be done in the outdoor facilities and indoor facilities provide inmates the ability to engage in art and hobby craft activities.

Library services are available for all inmates to use daily. In the leisure library, offenders can check out fiction and non-fiction books as well as magazines and newspapers. Also, there is access to copy machines and typewriters in the library at FCI Herlong.

Routine medical care is provided in the health services for all inmates. Sick call, intake exams, and emergency care is available to inmates. Emergency care can be provided at any time of the day or night but for non-emergency needs, prisoners will have to send in a triage form.

FCI Herlong also offers GED and ESL programs in their educational services. Inmates can also take classes to earn a high school diploma as well but they will need to pay to take these classes and complete the program.

Crisis counseling, group therapy, and individual therapy, are all offered as psychology services in the facility. Some treatment groups that are included are anger management groups and HIV/AIDS awareness groups.

Also, there are various drug programs in place to help inmates with drug addictions. One of these programs is the RDAP which works to educate inmates about drugs and how to cope with their addictions.
